Pulling meat out of the fridge 20-30 minutes before cooking (for smaller cuts like steaks or chops — not whole roasts, which take too long to be food-safe at room temp) lets it cook more evenly, since the difference between the surface and the center is smaller to begin with. It won't turn a tough cut tender, but it does reduce the gray, overcooked band just under the crust.
